Small Business Fund in the Rostov region filled up an application, German Gref (Chairman of the Board of Sberbank) of the intention to co-finance small businesses. That is the conclusion he came, taking into account the following facts: the objects of small businesses provide livelihoods of the Rostov region, they need to support the global financial crisis. That's German Gref explained his intention to financially assist entrepreneurs in the Rostov region: "The agreement with the Rostov region includes three priority areas. This is a small business, agribusiness companies, which provide the livelihoods of the region - retailers, bakeries, businesses, producing goods for daily needs" . In November 2008 an agreement was signed between the Chairman of the Board of Sberbank and the governor of Rostov region on mutual assistance and joint work in the near future. Also by German Gref was made the following statement. He announced that financial support will be made not only of the Rostov region, but also in other areas, as well as innovative projects. That is how he argues his statement: "We can receive funds from the federal venture capital fund, creating a special venture capital firms that will support the implementation of innovative projects in the region."
