Small businesses in the Volga Federal District, represented by almost ten percent of the population. This opinion is shared by the President of the Russian Federation Grigory Rapota. According to him, a small business in all developed countries is important and positive impact on the economy as a whole. Russia is yet to such indicators still grow and grow. Because overseas small business makes up 70% of the economically active population. And to Russian small business is beneficial to the growth of GDP, labor productivity, as well as the formation of a new and more stable economy, the Russian government has enacted several laws to support small and medium-sized businesses. However, legislative action is not enough. Needed to ensure compliance with these laws, that our officials do not hasten to perform. Back in May, Russian President set a task to be brought into line with federal legislation, regional and municipal regulations. To do this until Oct. 1, 2008 to adopt a law on the rights of small and medium-sized businesses on preferential purchase the leased property. But this problem has not yet been implemented. In addition, Grigory Rapota stressed the need to establish a control system, similar to that used for the implementation of priority national projects. Refers to the coordinating councils, public receptions, associations of small and medium-sized businesses, as well as working groups under the main federal inspector. Development of information technologies, namely the establishment of the Russian open source software, currently called one of the most important and essential conditions for supporting entrepreneurship. After all, if such funds paid to do, or do they not create entrepreneurs do not find the necessary sums to develop their business in accordance with new legislation. Government policy in regard to small businesses in the regions currently puzzled solution of three important issues: support for small businesses, providing favorable conditions for its development and protection of the rights and safety of small businesses, as well as their property and possessions.
