The method of continuous monitoring of SMEs differs from the sampling method that provides information about the development of entrepreneurship in the country in full, allows you to track the dynamic and structural changes in the development of small businesses see the positive and negative side effects of state programs for small businesses, as well as to ensure the accuracy of forecasting and decision-making in the economic sphere. In the PSC, subject to the continuous observation / monitoring, given both legal and natural persons who carry out business activities in the territory of the Russian state. Monitoring will also lie and farms. Publication and conclusions will be implemented in two phases: preliminary results (in short program) - in December 2011, the final outcome (on the short program) - in July 2012.
