Telecom operators are not satisfied with the law 152-FZ

The Law on Personal Data, the provisions which shall enter into force on 1 July 2011, could again be revised. Association of regional telecom operators (APOC) proposes to introduce different requirements for Informsystema public and private organizations that act as operators of personal data. For information about subscribers operators are protected adequately, say representatives of APOC. The need to comply with 152-FZ, could lead to additional administrative pressure on the operators. "Testing for compliance will be worse than checking for fire safety, because it is a much more complex systems", - told the newspaper Kommersant, Yury Dombrowski, president of the APOC. In his view, to create a system that meets the requirements of the law, each operator will need more than $ 1 million - despite the fact that companies have implemented their own "very reliable" system. APOC offers apply the requirements of the law "On Personal Data only to public information systems, but at the same - to provide for strict liability of operators in case of leakage of personal data. Representatives of JSC "MTS" remember their own suggestions for improving 152-FZ directed to relevant departments in the summer of 2010. Thus, the mobile operator proposed to introduce various measures to protect personal data for state, municipal and private organizations. Requirements for the "privateers" at the suggestion of the MTS should have been installed in accordance with international and / or industry standards for information security. In Open Society "Megaphone" believe that the law does not require drastic revision. In VimpelCom initiative APOC, in general, agree - the operator is investing "heavily in the security of all business processes, and especially the safety of clients' personal data, which is confirmed by international certificates. But representatives of the Ministry of Communications believe that the separation of PD operators to "public" and "private" only confuse the long-suffering law on personal data. " Law, adopted in 2007, was to come into force on 1 January 2010. Then the operators of personal data gave an additional year to bring the information systems in accordance with the requirements of 152-FZ. In late December, Russian President has appointed a new term of entry into force of the law "On personal data" - July 1, 2011.
