One of autonomous non-profit organizations, namely the National Institute for System Studies of entrepreneurship in the regional division held rating of small and medium-sized businesses. Novosibirsk region in 2008, won first place ranking in terms of small business development in all regions of Russia. Second place in the ranking deservedly won the Volgograd region. According to the rating conducted by the nonprofit organization in the Republic of Ingushetia were the worst figures for the development of small and medium businesses. Following among the worst, but with a slightly better performance compared with Ingushetia, is the Yamal-Nenets Autonomous District. Also, this list is replenished Kalmykia Republic, the Chechen Republic and Trans-Baikal Territory.
