Round table discussion "Electronic Document Management in Russia: Objectives, problems, challenges»

Over the past 10 years of business with a greater willingness to spend significant resources on the implementation of electronic document management systems within their organizations, the Russian businessmen - not the exception, evidence of this is a recent roundtable on "Electronic Document Management in Russia: Objectives, problems, challenges." It was organized by leaders of the Union of CIOs Russia (SoDIT), the Institute for Contemporary Studies (INSOR) and the Council of Interregional public organization "Association for the Protection of Information". The discussion was attended not only by businessmen, but also representatives of competent organizations such as EVRAAS, Nair, NAUET were attracted leading specialists Russian FSB, the Russian Security Council, the State Duma Committee for Security and Information Policy, Information Technology and Communications. Main on the agenda was the issue of electronic document storage, organization and improving the legal framework. Results of the review showed that the most acute problem and clarify the changes of the Law on electronic signature. Below is a list of the most significant proposed during the discussion of measures: Training and capacity of relevant departments in organizations such as the Bank of Russia, the tax office will develop common rules for storage of accounting, tax and other documents in electronic form at the state level. These structures will oversee the implementation of all regulations. In a matter of priority should be to implement electronic document management in public and municipal institutions. Fundamental principle of organization of the Archive of ED is that the archive is not available digitally original and certified electronic copy. At the time of filing the document in the archives to verify its authenticity by means of EDS, as evidenced by the creation of a special document, a copy of the original. In the future, if necessary, work with this document recheck EDS is no longer required, although retained as the document itself, and the keys to it. The purpose of an electronic archive - to ensure that the documents stored in it a paper counterparts. Proof of the authenticity here is rather his clear, orderly relationship to other electronic documents than individual protection attributes. It is important to provide the ability to export and import data on the legislative and technical levels. If necessary, interested parties can obtain a paper copy, audio or video sequence, which could be certified members of the archive and have legal force, similar to the original document. In order to reduce paper-based archive, it was suggested to reduce the shelf life of those documents, the storage period which is organic. For example a document with a shelf life of 5 years, placed in the archives in paper form for a period of 3 years, and the next 2 years, it is stored in electronic form. In the case of strict control over the actions of companies and fulfillment of all requirements of the organization should allow them to destroy the hard copy and store documents in digital format. Was announced by the need for a regulatory document that prohibits and / or making the transition to electronic storage media on paper. Such rules would significantly reduce paper workflow and create new documents in electronic form only. Most of the participants was proposed Federal Archival Agency (State Archive) undertake the development of methodology in the management of electronic documents. The basic idea of ??all performances is reduced to the necessity of creating an effective legislative framework that takes into account the interests of all parties. It is hoped that the round table discussion will serve as a catalyst for action by the government.
